Accelerating innovation to support digital sovereignty
As the use of artificial intelligence continues to accelerate, digital sovereignty, security, data control and industrialisation are becoming increasingly critical, particularly for the development of new technological solutions and for accelerating the transition from prototypes to solutions that can be deployed at scale in sensitive sectors such as healthcare and finance.
A subsidiary of Dassault Systèmes, OUTSCALE designs and operates sovereign and secure cloud services to support organisations in their digital transformation. Through its OUTSCALE for Entrepreneurs program, OUTSCALE supports startups in developing and accelerating their projects by providing access to technological resources, the expertise of its teams and its ecosystem. The programme aims to foster the emergence and scaling of innovative, secure and sovereign digital solutions.
In addition, Dassault Systèmes’ 3DEXPERIENCE Lab acceleration programme supports high-impact startups in addressing their industrialisation challenges by leveraging the power of virtual twins and the industrial expertise of Dassault Systèmes’ internal teams.
Building on this momentum, Dassault Systèmes, OUTSCALE and the 3DEXPERIENCE Lab, with the support of Cap Digital, are launching an Open Call to identify and support young French and European startups (less than 5 years old) developing innovative solutions in the healthcare and finance sectors, with a strong focus on sovereignty and impact.

OUTSCALE x Dassault Systèmes Open Call at a Glance
Objectives
This Open Call aims to identify young companies developing innovative technologies in the healthcare and finance sectors and support them in developing and accelerating their solutions by leveraging the complementary expertise of Dassault Systèmes, OUTSCALE and the 3DEXPERIENCE Lab.
The projects sought should notably demonstrate:
- an original technology;
- an innovation with a clearly demonstrated strong social and/or environmental impact;
- clearly identified technical challenges;
- a need for GPU and cloud resources;
- an ambitious team with a clear vision for the development of the solution.
Who is eligible?
The Open Call is aimed at young French and European companies developing innovative technologies in the healthcare and finance sectors, with a strong focus on sovereignty and impact.
Applicant companies must:
- have been established less than 5 years ago ;
- have their registered office in France or another European country ;
- not already be an OUTSCALE customer.

What the Open Call Offers
Technological Resources & Support
Following the selection process, 3 selected companies will have the opportunity to benefit from an enhanced version of the OUTSCALE for Entrepreneurs program, designed to support startups in developing and accelerating their solutions.
Through this programme, the selected companies will notably benefit from:
- the creation of a Cloud account in OUTSCALE’s cloudgouv-eu-west-1 region (SecNumCloud and HDS region);
- €50,000 in Cloud credits, covering compute capacity (CPU), storage (block and object storage) and network resources;
- an intensive 4-day Cloud training programme with an OUTSCALE Solution Architect, held at OUTSCALE’s premises;
- increased visibility through joint communication initiatives.
As part of this Open Call, the selected companies will also benefit from a total envelope of €20,000 in GPU resources, shared among the three selected companies.
This enhanced version will also provide selected companies with closer access to the Dassault Systèmes ecosystem and the 3DEXPERIENCE Lab, including:
- Learning Expeditions at the 3DEXPERIENCE Lab ;
- meetings with Dassault Systèmes AI mentors ;
- mentoring sessions provided by the 3DEXPERIENCE Lab.

- 6 October 2026 : Open Call launch
- 13 October 2026 at 11:00 a.m. : online Open Call presentation webinar
- Until 9 November 2026 at 11:59 p.m. : application deadline
- 10 – 20 November 2026 : review of applications by the pre-selection committee
- 25 November 2026 : pre-selection committee and announcement of shortlisted candidates
- 26 November – 4 December 2026 : pitch training session for shortlisted candidates
- 9 December 2026 : final selection panel and announcement of the selected companies
